The PASSPORT waiver renewal application proposes to remove Non-Emergency Medical Transportation from the PASSPORT waiver program. We know as well as you do how detrimental that would be to individuals in the community. Other transportation options are not overly available in many parts of our region and many rely heavily on this service.

We are currently in the comment period for the PASSPORT waiver renewal and would like to invite you to comment regarding this issue. Attached are sample letters you can edit and send with your information on them and below is information on how to comment.

This is urgent though as we only have until March 29th (next Wednesday!) to comment. Feel free to submit online as well as by mail if you’d like.

Ohio operates the PASSPORT Waiver due to approval granted by the Centers for Medicare and Medicaid Services (CMS). The state of Ohio is proposing to submit a renewal application for the PASSPORT Waiver to CMS with an effective date of July 1, 2023.

Before submitting the renewal application to CMS, the state will conduct an online public-comment period from Feb. 28, 2023, to March 29, 2023. Any person may comment on the application during this period.

ODA values the input of individuals interested in or impacted by changes to the PASSPORT Waiver. Please submit your comments to
